Enabling Climate Finance Access and Investments: Lessons for Small Island Developing States
Green Climate Fund Independent Evaluation Unit
Drawing on independent evaluations of the Green Climate Funds Simplified Approval Process (SAP) and Project Preparation Facility (PPF), this session will explore what the experience of accessing and using these modalities can tell us about developing projects and improving access to climate finance for SIDS. Small island developing States face urgent climate investment needs alongside institutional and capacity constraints that can make accessing climate finance particularly challenging. This session will draw on two recent independent evaluations of distinct Green Climate Fund mechanisms: first, the Simplified Approval Process (SAP), designed to simplify the approval of smaller, lower-risk projects, and second, the Project Preparation Facility (PPF), which supports accredited entities in developing project concepts towards full funding proposals. The discussion will bring together evidence on the experience of accessing and using these mechanisms, with particular attention to the challenges facing SIDS and the entities that serve them. It will consider lessons around accessibility, project preparation, institutional capacity, approval and implementation. Bringing evaluation evidence together with Pacific perspectives, the session will ask what these experiences can tell climate finance institutions about making access more responsive to the needs and realities of SIDS.
