Financing the Frontlines: Pacific Pathways for Delivering Climate Finance to Communities
Solomon Islands Government, SOLKAS Project Save the Children
Showcasing Pacific-led financing mechanisms that successfully channel climate finance to local governments and communities, demonstrating how locally led adaptation can be scaled through national systems, regional partnerships, and innovative financing models. Access to climate finance remains one of the greatest challenges facing Pacific Small Island Developing States. While global adaptation financing commitments continue to grow, local communities often struggle to access resources needed to address climate impacts such as flooding, sea-level rise, water scarcity, food insecurity, coastal erosion, and ecosystem degradation. Across the Pacific, innovative financing models are emerging that strengthen local institutions while ensuring climate finance reaches vulnerable communities. Solomon Islands, through the Provincial Capacity Development Fund (PCDF) and Local-supported approaches, provides a practical example of how national systems can deliver adaptation investments at the provincial and community level. At the regional level, organizations such as UNCDF, SPREP, the Pacific Resilience Facility (PRF), and development partners are helping countries establish mechanisms that move beyond project-based interventions toward sustainable, country-owned systems for adaptation delivery. The event will showcase lessons from Solomon Islands and the wider Pacific while advancing discussion on how climate finance can become more accessible, locally led, and scalable.
