Establishing and Financing a Pacific Sustainable Hydro-MET & MHEWS Maintenance Financing Facility Reliable hydro-meteorological infrastructure is the backbone of effective Multi-Hazard Early Warning Systems (MHEWS), yet many Pacific Small Island Developing States face chronic funding gaps for the operation, maintenance, calibration and replacement of critical weather, climate, hydrological and ocean observing systems. Without sustainable maintenance, investments in early warning infrastructure rapidly deteriorate, reducing forecast accuracy and increasing disaster risk. This high-level event will launch discussions on establishing a Pacific Sustainable Hydro-MET & MHEWS Maintenance Financing Facility to provide long-term, predictable financing for the lifecycle management of regional and national observation networks and forecasting systems. The event will explore innovative financing mechanisms, including blended finance, climate funds, donor partnerships, private-sector contributions, insurance mechanisms and national co-investment. The session will bring together Ministers, development partners, multilateral climate funds, international financial institutions, philanthropic organisations and the private sector to build a shared vision for a sustainable financing model that protects decades of investment in Pacific early warning systems. Expected Outcome: Agreement to establish a multi-partner roadmap for the Facility, including governance arrangements, financing options, and a coordinated investment plan to ensure resilient, reliable and sustainable hydro-meteorological services across the Pacific for generations to come.
