The Pacific Resilience Facility: Financing Adaptation at the Last Mile
Pacific Resilience Facility, Pacific Islands Forum Secretariat
A Pacific-owned fund turning scarce public capital into rapid, predictable finance for communities at the last mile Event to be held on Finance Day. Pacific communities face barriers in accessing global climate finance through global funds, IFI's and bilateral development partners. They need small actions - often costing less than $20,000. They need solutions urgently, not months later. They need simple procedures in local languages and support to design and undertake adaptation actions themselves, not through distant contractors. The international climate finance architecture simply cannot respond quickly or effectively enough. This presentation will showcase the design, governance and operation of the PRF. It will show how Pacific leaders are capitalising this fund through their own scarce resources, and why they are seeking broader international support to capitalise the Fund. When fully operational, PRF will deliver funds to communities equal to annual flows into the region from all sources of climate finance combined. It will support responses to water insecurity from the super charged El Nino underway, and improve drainage in settlements to reduce flooding from excessive La Nina rains. Together, these investments can drive adaption in a sustainable and uniquely Pacific owned and led way. This approach is relevant to other small island states and landlocked countries with highly dispersed communities.
